How does coating absorptive materials with a hard protective layer reduce acoustic performance? 10 points?

The hard protective layer is perforated and so should just go straight through to the absorbing material. And if it does hit the layer, the sound should be reflected, thus not reducing the acoustic performance (ability to hear).
