sounds like a question off of a CCNA test even though it is cut off.. :P So the Transport layer is the 4th layer in the OSI model. it transferes data between users and such. I would learn the ins and outs of the OSI model and TCP/IP. pretty much everything you need to know about that question is right here

i would choose number 3 though because i think its talking about TCP and UDP but its 3am and im tired so i could be loosing my mind and totally wrong. :D
