In the Layers pallette, you can just drag the icon for that layer down below the other layer.
In Windows, you can use Control+] to move the layer down one, and on the Mac, Command+].
To make a layer go all the way to the bottom of the ';stack,'; add the Shift key to these commands, or just drag it in the palette as mentioned.
But when you see it in the Layers palette, it will become more obvious to see what's going on.How do you make one layer go behind another layer in Photoshop?
OK. Assuming that you still have the base layer locked as background, you'll have to double click on that layer to remove the lock. It should then be renamed to something like ';Layer 0';.
At that point, right click on the 4th Layer and physically drag it down the layer list until it lies below the newly renamed Layer 0.
Job done!!!
