hahahah...sounds like my story. Anyway, the outer layer of hair actually bears the brunt of everyday wear and tear more, the weather, the heat, everything. The layer underneath is more protected and so it does not dry out as much and is less frizzy. Use a reparative conditioner once a week. Could be caused by certain medicines you are taking, hormones, DNA, could be a number of reasons, But I'm about 99% sure it's not from using the peroxide. You can use a good product called SLEEK LOOK from a salon, and depending on how bad the frizzies are, you can get mild or extreme. Shampoo, Condition, Towel dry hair then add SLEEK LOOK, but not too much start with about a dime size and add more each time you shampoo and style your hair until you get the right amount to use. Blow dry hair and style as normal.
try using pantene hair restoral shampoo for a while, it might help.
My hair is the same way. I use a leave in conditioner, and to style I diffuse my hair paying extra attention to the bottom layers. It works great.
